ORGANIZATIONAL STRUCTURE
The TVET expert will work under the supervision of Project Coordinator.
DUTIES AND RESPONSIBILITIES MAIN DUTIES:
The TVET will be in charge of:
Providing technical inputs to the project coordinator / project team / national counterparts and project partners on TVET/ skills development / gender and social inclusion in TVET – related issues.
Lead and guide project implementation activities related to TVET and skills development in the two target provinces, including but not limited to:
Curriculum development/modernisation training material design, and curriculum accreditation, in alignment with the requirements of the competency-based approach methodology;
Training of trainers (ToT) activities: identify ToT needs, plan training sessions with private sector partners, external service providers and VTC staff, and monitor training implementation and trainers’ progress;
Institutional capacity development of VTCs: coach partner VTC staff to help improve VTC management, with a particular attention to the management of the training courses developed through the project;
Training equipment and workshop management: definition of VTCs’ workshop and training equipment needs and requirements, for the delivery of training courses developed through the project
Policy dialogue on TVET reform, and public-private dialogue on TVET, in collaboration with the private-sector engagement experts;
Promote the implementation of project activities and recommendations related to gender and social inclusion in TVET (e.g. maximize female enrolment, reach vulnerable youth, etc.);
Support communication and visibility efforts as required by the project.
Supporting project and team management with a particular focus on project activities implemented in the Lualaba province, and under the supervision of the project coordinator:
Support the project coordinator with the overall planning of activities to be implemented in Lualaba;
Support the procurement cycle of goods and expertise, under the supervision of the project coordinator and guidance from the PM/AH. This includes:
analysis of market conditions,
preparing technical specifications or terms of reference,
preparing evaluation reports and supporting the coordination of the logistics regarding the transport, delivery and customs clearance of project training equipment.
Provide regular feedback on project progress in Lualaba to the project coordinator and inputs to donor reports.
Engagement with key stakeholders with a focus on the Lualaba province,
Build and maintain trust among key market players, including but not limited to provincial authorities, private sector, VTCs, etc;
Support national outreach efforts (to government, other donor agencies, private sector associations and companies) to roll-out of innovations (to other VTCs, other trades, other regions);
Represent the project team in TVET-related policy dialogue activities at provincial and central level, as required.
Monitoring and Results Measurement / reporting / learning:
Support and review the results measurement activities; ensure that results measurement findings are useful and used to improve programme management, inform policy dialogue, feed donor reporting, and disseminate lessons to the wider development community.
Assist the national communications expert in writing knowledge assets (policy briefs, case studies, thematic studies…).
OTHER DUTIES
Perform other ad-hoc duties as required by the project.
Ensure compliance with all UNIDO rules and regulations.
BASIC SKILLS AND KNOWLEDGE
Excellent communication skills both written and spoken
Knowledge of Microsoft Office tools is required
Organizational and time management skills
Critical Thinking Skills
Knowledge and understanding of the DRC education sector and the TVET institutional landscape
Experience in TVET policy and/or education sectoral policy reform is desirable.
Knowledge of implementing the Competency-Based Approach to curricula development is desirable.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Master degree in education sciences, engineering, management, business administration, project management, economics, or other relevant discipline.
A minimum of ten (10) years of professional experience including five (5) years practical experience in the TVET sector working for public and/ or private organizations is
Experience in curriculum development, training design and delivery, training of trainers and institutional capacity building is
Experience working in the DRC and within complex institutional contexts is
Experience in successfully building and maintaining relationships with public institutional stakeholders is required.
Experience working in the DRC and within complex institutional contexts is
Experience in HDIECV, transport, mining, and/or construction sectors, labour market development, and private sector development is desirable.

LANGUAGE PROFICIENCY
Fluency in written and spoken French is required.
