The purpose of the Protection from Violence (PfV) Specialist is to lead the technical developement, strategic direction, and quality control of the Protection Core Competency / CC within The DRC Country office. The Protection Specialist provides expertise and is responsible for strategic advice, programme development, technical support and mentoring, training and capacity building of Protection teams.
The PfV Specialist is, also, responsible for ensuring the programme internal and external representation with Protection relevant actors and donors.
What you will do:
In this position, you will:
- Develop Protection from Violence CC strategy, technical guidance and Macro Logframes that are aligned with regional and global strategies and priorities
- Compliance with and adherence to NRC policies, guidance and procedures
- Contribute to fundraising, develop and revise project proposals, budgets and donor reports
- Identify trends in technical standards and donor priorities
- Follow up on compliance with contractual commitments within the Protection from Violence CC, ensure high technical quality and synergies in project implementation
- Provide technical direction in support to the project implementation
- Ensure that key learnings are extracted from the Protection programme implementation, and incorporate them in CC and staff development processes
- Provide training and build capacity of technical staff, and external stakeholders in approaches to the prevention of and response to violence
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Promote the rights of IDPs, returnees, and other conflict affected populations in line with the advocacy strategy
What you will bring:
- Minimum 5 years of senior technical experience in a humanitarian/recovery context in humanitarian protection as Specialist, Technical Adviser, Project Manager or similar
- A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts
- Documented results related to the position’s responsibilities
- A bachelor’s degree in a relevant field (law, social sciences or related disciplines). An advanced academic qualification will be an added advantage
- Experience from working in complex and volatile contexts
- Ability to coordinate tasks and work processes and work with short deadlines
- Ability to work independently and proactively with limited daily support and supervision
- Professional Fluency in French and advanced level in English, both written and verbal
- Knowledge of the context in DRC / Great Lakes Region
- Experience in team capacity building
- Technical knowledge and experience of the behaviour change and community engagement process in a humanitarian context
- Experience in gender, diversity and programming
- Solid experience from managing and implementing protection responses in both volatile and recovery contexts
- Strong capacity in leading proposal development
- Experience in strategic thinking
- Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, BHA, NMFA, SIDA, …)
- Advanced understanding and experience on MEL processes and analysis with ability to devise and adapt tools to context
- Ability to work closely together with other field staff and across sectors
- High level of communication, representation, flexibility, and negotiation skills

- Duty station: Goma, DR Congo (Goma is a non-family duty station)
- Contract: 12-month contract (possible extension, dependent on performance & funding)
- Travel: up to 30%
